UK Sunday Times says that 3 is restricting 3G dongle data roaming, unless requested, to protect customers from extortionate bills.

Seam's to be across the board at 3. I just got a new contract with them and had to call to get roaming turned on even though it was ireland i was in.

Given some of the stories of bills in the thousands, I think this could be a sensible move, if and only if they prominently advertise the fact to all new customers.

I would hope they SMS customers who also have a handset on their account. Bill messages plus email as well.

I've noticed that on 3 & Voda. I think I read somewhere that the EU has mandated it.
